ORGANIZATIONAL STRUCTURES
To ensure proper administration and effective co-ordination of activities within the institute, the following levels of management shall exists.
ORGANIZATIONAL STRUCTURES OF INSTITUTE OF DATA PROCESSING MANAGENT OF NIGERIA IDPM
- Governing Council
- National Executive Council
- Management Executive CommitteesState Executive Council
- National Council of Area Coordinators
GOVERNING COUNCIL: This shall be made up of twelve members. The governing council shall be the highest level in the hierarchy of function. The members of this council shall be democratically elected at the General meeting of the institute. The tenure of office shall three years. The membership of the Governing council shall be drawn from each membership grade in the institute except student grade. Two nominees each from the membership grade aspires to be voted for at the annual general meeting to hold the following offices: (1) president (2) vice president (3) financial secretary (4) treasurer (5) council members. The office of the secretary general shall be occupied by the registrar of institute. At the of three years tenure, any members of the governing council who was not for another tenure shall be automatically become a member of the institute advisory board
DUTIES AND RESPONSIBILITIES OF
- PRESIDENT:The president is the overall head of the Institute of data processing Management of Nigeria. He shall perfume the following functions.
- Preside over every National Annual General meeting.
- Represent the interest of Institute at any ceremonial functions.
- Must be signatory to most document of the institute as deemed necessary by the national executive council
- He shall be the chairman of the management and executive committee.
- He must sign before any fund approved by the management and executive
- All offices existing within the structure are subordinate to the president.
- He is to ensure IDPMN is globally recognized.
- His executive functions are ceremonial.
2. VICE PRESIDENT: The Vice-President is the next man to the president, like the President, he hold political appointment. He shall perform the following functions:
- He acts in the absence of the President,
- He assist the President in the execution of his function.
- He is the internal affairs and the external affairs minister of IDPM.
- In the absence of the President, he can sign document.
- He must liaise with other Professional Bodies within the country and abroad, with a view of working out modalities on the way forward to advance the standard of information technology in Nigeria.
- He must promote the corporate image of the Institute.
3. SECRETARY GENERAL: The office of the Secretary General shall be occupied by the Registrar. His position is not a political appointment but dully decided by the National Council and approved by the Governing Council at the Management and Executive Meeting. He shall perform the following functions:
- He must take minutes of meeting held at the Governing Council, Management and Executive Council and during Annual General Meeting of the Institute.
- He must keep record of every minutes of meetings at various level of the Institute.
- He is responsible for communication of notice to members concerning Annual General Meetings.
- He is responsible to the President.
4. FINANCIAL SECRETARY: The Financial Secretary is a political appointment. He shall perform the following functions:
- Responsible for all record keeping regarding the financial status of the Institute.
- He shall report financial Account Statement to the members during Annual General Meetings.
- He must sign before any fund is embursed for capital projects.
- He shall be responsible for communicating to each members their dues at the end of each financial year.
- He is responsible to the President.
5. TREASURER: The treasurer is a political appointment. He shall be responsible for performing the following functions:
- He shall be responsible for banking all the money/ monies.
- He shall be responsible for any National Account fund withdrawal after being signed by the appropriate signatories.
- He must keep safely all banks transacting materials for national account.
- He should also keep record of every transactions regarding savings and withdrawal in the National Account.
- He must liaise with the Financial Secretary in executing his function.
- He is responsible to the President.
6. COUNCIL MEMBERS: These member play vital roles regarding decision taking and strategically planning. They assit6 other Governing Council member with defined portfolio to discharge their functions effectively and efficiently.
NATIONAL EXECUTIVE COUNCIL
The National Executive Council comprises of the Operational Executive Officers who head various department at the National Secretariat. They are the institute Administrators, carrying out the real business of the Institute. They report all activities concerning the operation to the Governing Council through the Registrar who is the Secretary General and Chairman of this Council
DUTIES AND RESPONSIBILITIES OF NATIONAL EXECUTIVE COUNCIL
- REGISTRAR: The Registrar is the administrative head of the National/ Council. He performs the following functions at the Secretariat.
- He shall preside over the monthly meetings of the National Executive Council at the National Secretariat.
- He co-ordinate the activities of all the Heads of Department and the activities at the Institute Training School.
- He is responsible for effecting, after due approval by the management and Executive Council (Committee), the appointment, redeployment, promotion and dismissal of IDPM officers. In the case of dismissal above, disciplinary committee will make recommendation to be approved by the management and executive council before being effected by the Registrar.
- He report to the Governing Council the progress made/problems facing the operation of the Institute.
- He shall be leading man delegation toe government parastatals, corporate bodies, Institution of higher learning with a view of promoting IDPMN image and recognition.
- All heads of department at the Secretariat are subordinate to the Registrar.
- He is responsible of keeping appropriate records of students into the institute training school and also the number of candidate registered throughout the federation and abroad for IDPM(N) Examination,. To achieve this he must liaise with the Assistant Registrars Account and Examination/Membership.
- He is the first signatory to IDPM Account in our Banks Nationwide.
- He keeps vital documents of IDPM such as Certificate, Result, Seal, etc.
- He must not change any standard put in place by the Executive Council except allowed to do that by the members of the Council.
- He must give free hands to head of Department in discharging their duties.
- He must accept advice from various Heads on the way forward.
- He is responsible to the Governing Council and President.
- DEPUTY REGISTRAR: The Deputy Registrar is the next to the Registrar in the hierarchy of function at the Secretariat. He shall perform the following functions:
- Assist the Registrar in carrying out his function.
- He liaise with the Head, Training and Development; Head; Research and Planning/ Assistant Registrar Examination/Membership in preparing curriculum programmes for the Institute Training School.
- He shall preform any other functions as assigned by the Registrar.
ASSISTANT REGISTRAR EXAMINATION/MEMBERSHIP
- Design examination principle sand standard for IDPM.
- Oversee the general conduct of IDPM(N) Examination.
- To handle membership registration of persons wishing to be member of IDPM through the examination/membership committee where he functions as the Chairman.
- Design Certificates, Examination Results Sheets, Summary Sheets, etc.
- He is responsible to the Registrar, whom report all his activities to.
- He must liaise with the Assistant Registrar Account and the Executive Officer (Centres & Services) to ensure that all the registered candidate he paid their dues before mailing examination numbers.
- He is in charge of giving examination number to candidates.
ASSISTANT REGISTRAR ACCOUNT: He is the Accountant of the Institute and the National Secretariat. He performs the following functions.
- Preparations of Annual Secretarial budgets estimates in liaison with the Financial Secretary.
- He is the Chairman of Finance and Budget Committee.
- Keep appropriate account for Income and Expenditure of the Institute
- He must give details of expenses through Petty Cash Book Account relating to Secretariat operations.
- He must obtain approval from the Registrar before any expenses is incurred at the Secretariat.
- He is responsible to the Registrar, whom he reports all this activities to.
- He is in charge for the payment of staff salaries approved by the National Executive Council. The Pay Voucher must be dully signed by him and Council signed by the Registrar before any payment is made.
- He must be a signatory to the National Secretarial Accounts.
- He must liaise with the Head of Examination to feed him with the update of payment by the candidate.
- He must liaise with the Deputy Registrar to feed him about payment status of students at the Institute Training School to enable him take appropriate action on the debtors.
- Ensure that fund dully approved and allocated to each department for operation purposes is released on time when demanded to avoid slowing down action.
- He must not influence decisions taken by the Head of Examination in regard to examination conduct except at the National Executive Council if such matters is being deliberated.
- He report financial status of the Institute to the Governing Council through the Financial Secretary and the Registrar.
- He report financial status of the Institute to the Governing Council through the Financial Secretary and the Registrar.
- He must report the financial status of the Institute to the national Executive Council at every month meetings.
HEAD DISCIPLINARY
- He is the chairman of the Disciplinary Committee
- He is responsible to the Registrar.
- To see that all Officers conduct themselves in a proper manner.
- To handle the issue of misconduct by any IDPM officer through his committee such as examination malpractices, fraud, etc.
- To work in collaboration with the Social Welfare Committee in setting the Code of Conduct and salary structures of IDPM members/Officers.
- He must report all his activities to the National Executive Council.
- He report all his activities to the Governing Council/Management and Executive Council through the Registrar.
HEAD RESEARCH AND PLANNING: Research and Planning is the department responsible for corporate strategies and practical planning including executive research work, the Head of Research and Planning must achieve this through exercising the following functions.
- He is responsible to forecasting future circumstances and requirements, initiation objectives making long and short term proposal initiation policies to be achieved.
- He is the Chairman of Research and Planning Committee.
- To carry out Research work on the latest development, nationally and internationally.
- To serve as adviser to Area Officers through the Executive Officers (Centers & Services) about how to get new certes for IDPM.
- Leads Research team to overseas countries with the view of finding out the latest technology existing and operating therefrom.
- Liaise with other committee head to plan strategies for executive Council.
- Report all his activities (plan and strategies) to the Governing Council/Management and Executive Council through the Registrar for final approval.
- Advising the Head of Examination on the new ways of improving examination structures based on his research on other professional bodies.
- Responsible for mapping out strategies in liaison with the Vice ( ) on how to promote the corporate image of IDPM within home and abroad.
- He is responsible to the Registrar whom he report all his activities to.
HEAD TRAINING AND DEVELOPMENT
- Responsible for designing training programmes at the Institute Training School.
- Ensure that all IDPM affiliate schools follow strictly IDPM Syllabus Curriculum.
- He must ensure adequate training facilities are present at each IDPM Centres and affiliate schools.
- Suggest what training standard each candidate must attain before admitted into any stage of IDPM Examination in liaison with the Assistant Registrar Examination/Membership
- He is to report all design proposal at the Institute Training School to the National Executive Council for Approval.
- He must liaise with the Registrar, Head Research and Planning when designing modalities on the choice of Institution of higher learning (Universities) and corporate bodies to run seminar or workshop programmes, these proposal must be forwarded to the National Council for deliberation and approval.
- He advice the Assistant Registrar Examination during designing of syllabus to match with the designed training modules for IDPM. But must not interfere with Examination procedures except when such matter is being deliberated at the National Executive Council.
- He is the Chairman of Training and Development Committee.
- He is responsible to the Registrar whom he report all his activities to.
- He is to determine what standard each Computer Training Centre applying for IDPM Corporate Membership or Training Centre must attain before approval by the National Executive Council through his recommendation.
HEAD ENGINEERING AND TECHNOLOGY: The Head of Engineering and Technology perform the following functions;
- Design a proper engineering procedure that is capable of brining IDPM into the highest peak in the field of technology.
- Set up proper engineering team who shall be responsible for constant maintenance work at IDPM affiliate computer schools/other IDPM clients.
- Ensure that IDPM get enough contract in any Corporate Organization within and abroad.
- He should set softwares & hardware houses that shall be responsible for developing standard system/application software that will be accepted in the world markets. Also designing of computer parts and accessories.
- To educate all IDPM members on the importance of engineering education in IDPM curriculum.
- Liaise with the Head of Research and Planning with the view to brainstorm on how to advance technology in IDPM.
- He is responsible to the Registrar whom he report all his activities to.
- He must report all activities in Engineering Department to the National Executive Council for appraisal and approval when appropriate.
- He must ensure that Engineering becomes a tool to turn around the Nation Nigeria through IDPM into becoming a leader in the World Technological global village.
- He should report all the activities to the Governing Council/Management and Executive Council through the Registrar.
HEAD MONITORING AND IMPLEMENTATION
- He is the Head of Monitoring and Implementation Committee/Department.
- He monitors the activities of all Area Officers through the State Area Co-coordinator and recommend ways they can improve.
- To co-ordinate all centres through each District Officer
- To see that all examination entries at state level the reported to the Accountant for proper accountability.
- To monitor all his activities to the Registrar.
- He is responsible to the Management and Executive Council through the Registrar.
HEAD SPECIAL DUTIES
- He is responsible for the dispatch of every Mail, Notices, Newsletters, and Memorandum etc. to the various designatoties.
- He is the Head of Special Duties Committee.
- He is to report all his activities to the Management through the Registrar
- He is responsible to the Registrar.
- To visit any IDPM Centre as assigned by the Registrar to ascertain the latest development as regard IDPM Members.
- To carry out any duty(ies) as assigned by the Executive Members.
PUBLIC AFFAIRS OFFICER: This is the Information Officer of IDPM(N). He perform the following functions:
- He interpret the operations of IDPM Z to the outside world.
- He must liaise with Head, Research and training with the view to map out strategies on how to promote the image of IDPM.
- He is responsible for conducting interview for junior employees and forward his recommendation through the Registrar to the National Executive Council for approval;
- He is responsible to the Registrar whom he report all his activities to.
HEAD SOCIAL WELFARE
- He is the Chainman Social Welfare Committee.
- To plan for the Welfare of the Management Staff and Members of IDPM
- To liaise with the Disciplinary Committee in drafting Code of Conduct for all IDPM Members, Officers and other Staff.
- To recommendation to the Executives on staff salaries, benefits, etc.
- Organize Award Ceremonies and any other social activities or event.
- He is responsible to the Registrar whom he report all his activities to.
